The Course Approval Program (CAP) was established by the Appraiser Qualifications Board (AQB) at the request of and as a service to state appraiser regulatory agencies and real property appraisal education providers. The intent of this voluntary program is to provide a minimum level of acceptance for real property appraisal education courses meeting the Real Property Appraiser Qualification Criteria established by the AQB. The program is designed to be a convenience for education providers and state regulators by providing easy access to education that has met minimum AQB requirements.
The AQB encourages state appraiser regulatory agencies and providers of real estate appraisal education to participate in and support this program.

Any school, organization, person, or other entity that owns the proprietary rights to a course is eligible to apply for course approval under CAP for qualifying and/or continuing education. Participation in CAP by education providers is not mandatory. Similarly, state appraiser regulatory agencies are not obligated to utilize or recognize this program. Education providers that have obtained CAP approval of their course(s) must still satisfy any requirements for course approval or recognition promulgated by a state in which approval is sought. Starting on February 1, 2022, a new delivery mechanism entity, the AQB’s Delivery Mechanism Approval, will be available through The Appraisal Foundation’s Course Approval Program (CAP). This new approval system is provided in response to requests from course developers to expand the number of delivery mechanism approval platforms that will decrease the cost of the approval process, reduce approval times frames, and remove constraints on education course developer provider innovation and technological advancement. It complies with changes to the 2022 Real Property Appraiser Qualification Criteria, which added the AQB/The Appraisal Foundation as an alternative delivery mechanism approval entity for asynchronous distance education. This new system is an alternative to IDECC, not a replacement. The new option is available on the revised CAP application and is detailed in the CAP Policies and Procedures. As a special introductory offer, we will be waiving the fees for using this delivery mechanism approval system until December 31, 2022.
