Appraiser Qualifications Board

Under the provisions of Title XI of the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), the Appraiser Qualifications Board (AQB) establishes the Real Property Appraiser Qualification Criteria (Criteria), or the minimum education, experience and examination requirements for real property appraisers to obtain a state certification. The AQB issues Q&As which are published periodically on the  Foundation website.  The AQB issues Exposure Drafts on proposed changes to the Criteria and obtains feedback at public meetings throughout the year in various regions of the country. 
 
The AQB also establishes Personal Property Appraiser Qualification Criteria, or the minimum education, experience, and examination requirements for sponsoring membership organizations of The Appraisal Foundation who confer personal property designations. In addition, the AQB performs a number of ancillary duties related to real property and personal property appraiser qualifications, including administration of the Course Approval Program (CAP), the Real Estate Degree Review Program and the Instructor Certification Course (ICC) and Instructor Recertification Course (IRC).

Current Board Members

The AQB is composed of five to nine members who are appointed by the BOT and may serve up to eight years.  Activities of the Board are directed by the Chair, who is appointed by the BOT for a one-year term.

Exposure Drafts

The AQB offers Exposure Drafts on proposed changes to the Real Property Appraiser Qualification Criteria during the revision process for public comment. All active Exposure Drafts can be viewed below. Exposure Drafts always have comment deadlines, and the boards reads and considers each comment received prior to making any changes.

Announcements

On July 18, 2023, the AQB released a new Q&A on PAREA & State Specific Certificate.

On June 22, 2023, the AQB adopted the Second Exposure Draft of Proposed Changes to the Criteria. The new edition will become effective on January 1, 2026.

The Real Property Appraiser Qualification Criteria

Personal Property Appraiser Qualification Criteria

Under the provisions of Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA), the Appraiser Qualifications Board (AQB) establishes the minimum education, experience, and examination requirements for real property appraisers to obtain a state license or certification.

State appraiser regulatory agencies are required to implement real property appraiser licensing and certification requirements that are no less stringent than those issued by the AQB in the 
Real Property Appraiser Qualification Criteria (Criteria).

The Personal Property Appraiser Qualification Criteria establishes minimum requirements for all personal property appraisers who are members of sponsoring organizations of The Appraisal Foundation. Personal property appraisers who are not members of sponsoring organizations are encouraged, but are not required, to follow the minimum education and experience recommendations established by the Criteria.
